Gear ratio is also called as speed ratio. The number of teeths on each gear determines the speed ratio or gear ratio. Number of teeths on a gear is usually proportional to the radius of gear pitch circle. So, the ratio of the size of the gear to the number of teeths in a gear will be the same no matter what the size of the gear is.
